Lewis County officials say the skyrocketing cost of health insurance premiums is partly to blame for the proposed budget, which calls for the elimination of 52 positions. Over the past few years, premiums have risen a manageable 3 percent. This coming year, the cost is expected to climb by a whopping 25 percent.
